According to the MSU and Union (MPEA, TEAMSTERS, LABORERS) policies:

"To be eligible for holiday pay, an employee must be in a pay status on the regularly scheduled work day before the holiday. An employee returning to work from a no-pay status who reports to work on the work day following the holiday will receive compensation for the holiday."

For Holiday Layoff Periods:

For Holidays that fall in December or January, employees shall receive a minimum of holiday pay based on the FTE of their position. If a part time employee works more hours than their position FTE, they shall receive holiday pay on a pro rata basis for December and January.

For Holidays that fall in February through November:

Employees that are eligible for holiday pay shall receive pay on a prorate basis.
