Departmental Information |
Founded in 1994 by the Montana and California Departments of
Transportation, in cooperation with Montana State University, the
Western Transportation Institute has grown from a small,
university research office into a nationally recognized center of
excellence in rural transportation research and education. The
U.S. Department of Transportation designated WTI as a University
Transportation Center (UTC) in 1998; this status has helped WTI
achieve a national reputation for developing effective solutions
to the real transportation challenges facing rural America.
Renamed a UTC in 2005, WTI continues to develop and enhance the
capabilities and expertise of its research program, the size and
diversity of its educational programs, and the effectiveness and
reach of its technology transfer program. WTI's research focuses
on; safety and operations, winter maintenance and effects, road
ecology, infrastructure maintenance and materials, systems
engineering development and integration, mobility and public
transportation, logistics and freight management as well as
transportation planning and economics with research and
demonstration projects in more than 30 states.
WTI is located in the College of Engineering at Montana State University. The Center currently occupies 16,000 square feet at its primary site in a building leased by MSU on the southern edge of the campus. This space is used for office, laboratory, and meeting/training purposes. WTI also has professional staff and student office space in Cobleigh Hall, which is one of three interconnected engineering buildings at MSU. WTI's approximately 30 professional staff and faculty as well as 30 students work out of these two facilities. A large field test facility is currently under development in Lewistown, MT (200 acres), and eventually some personnel may be temporarily assigned to this site. Duties and Responsibilities |
The Safety and Operations Program Manager is responsible for
technical, financial, and administrative management of principal
investigators and support staff assigned to the program area. The
Manager is also responsible for senior technical oversight of the
research and evaluation in the areas of traffic engineering
(safety/ operations), transportation planning, Intelligent
Transportation Systems, human factors, and institutional issues,
as well as directly conducting research within these areas.
** Provide primary sponsor support, outreach and contact ** Participate in national technical committees ** Provide technical project leadership for traffic engineering/ transportation planning, as requested ** Provide tactical and strategic planning support for WTI programs ** Assure compliance of program area activities with MSU and WTI policies and procedures ** Assure quality control of proposals and realism of proposal schedules and budgets ** Review and critique deliverable products including reports ** Monitor schedule and budget status of projects and deliverables ** Lead, mentor and motivate staff, determine and address staff concerns ** Provide annual performance reviews for staff in the Safety and Operations program area ** Develop and implement marketing plan for the program area ** Monitor staff coverage and assure adequate project coverage ** Determine need for and support recruitment of new staff ** Maintain interactions with other program managers and staff to ensure effective staffing and management of multidisciplinary and systems-related efforts ** Direct and conduct research within the rural highway safety and operations program area. The Program Manager will (1) supervise project staff and students (2) manage materials, supplies and project budget(s), (3) oversee the use of technical and analytical resources used in the project(s), and (4) provide technical project review as appropriate. Projects will range between $25,000 to $ 1.5 million depending on scope and sponsor. The Program Manager will serve as technical lead in the production of research reports and publications; and will serve as technical interface with other public and private organizations | ||||||||||||||
