Information
The Big Sky Carbon Sequestration Partnership is a US Department of Energy grant housed at MSU which includes many different institutions and industry leaders from across the US and internationally. This Partnership is funded to determine the viability of using carbon sequestration to reduce the effects of greenhouse gases. The Fiscal Manager on this grant would be responsible for tracking the $17.9 million that has been pledged to fund this project and any additional funding that may be awarded under a continuing Phase III effort. Under the supervision of the Big Sky Partnership Project Manager, the person in this position carries out the following duties and responsibilities: 1) maintain and reconcile established grant accounts and budgets on an on-going basis; 2) prepare required supplementary information for delivery to MSU Office of Sponsored Programs and US Department of Energy or for use by the grant PI in reports and presentations; 3) receive invoices from and authorize payment to subcontractors, as well as tracking the cost share commitments of partners; 4) provide administrative support, including preparation of travel documents, purchasing card reports, grant status reports and other related items as required by BSCSP staff; 5) assist MSU and outside institutional partners with budget preparation and documentation and securing and documenting cost share contributions.
 
Duties and
Responsibilities
Analyze, improve, and administer appropriate and effective business systems for the Partnership including financial activities budgets, expenditures, revenue generation; client tracking and evaluation; reporting to various funding agencies; memos of understanding (MOUs) with BSCSP partners, identifying and documenting grant cost sharing funds; contracting with clients regarding field agent services; contracting with consultants to provide services on behalf of the Partnership. Ensure that financial resources administered by BSCSP are properly and fully utilized. Function as a budget analyst pertaining to BSCSP sponsored projects, and provide leadership on the creation, documentation and implementation of budget and fiscal matters. Organize and manage the business affairs of BSCSP including the use of project management software to determine effective cost allocations, corrective actions, and reconciliation of earned value estimates. Prepare budget projections and monthly comparisons of budgeted expenses to actual expenses on existing projects for analysis and review with management. Provide the handling of audit issues, exceptions, and questionable costs. Resolve fiscal problems both internally and externally on sponsored projects. Develop systems and procedures to ensure smooth operation of administrative and fiscal components of BSCSP in an ever-changing Federal, State and University fiscal environments. Develop BSCSP Contracted Services Agreements and procedures to ensure smooth handling of contracts and timely payments to contractors. Manage accounts on a monthly basis. Ensure adherence to all MSU, State and Federal policies.
 
Required
Qualifications
1.     Bachelor's degree or equivalent knowledge and experience and progressively responsible accounting and administrative support experience with an emphasis on budgeting and/or accounting duties.
 
2. A record of significant, successful, progressively responsible experience with budget development and management, financial accounting, human resources and office management, and/or seeking and obtaining grant funding.
 
3. Experience using personal computer systems and relevant software programs (MS Excel, Word, Outlook, Banner, MS Project, MS Access, and statistical and predictive functions of Excel).
 
Preferred
Qualifications
1.     Master of Science in Business, Accounting, Public Administration or a related field.
 
2. Knowledge of state and university accounting and travel policies and procedures
 
3. Experience using the SCT Banner administrative software system.
 
4. Working knowledge of the federal regulations pertaining to grants and contracts contained in the Office of Management and Budget (OMB) Circulars A-21, A-110, and A-133 or an equivalent combination of relevant education and experience.
 
5. Knowledge of Microsoft Project or some equivalent project progress tracking software.
