President of the American Indian Higher Education Consortium speaks Nov. 17 at MSU

Carrie Billy, the president and CEO of the American Indian Higher Education Consortium, will deliver the 2009 Phyllis Berger Memorial Lecture at 7 p.m., Tuesday, Nov. 17, in the Hager Auditorium at the Museum of the Rockies.

Billy's lecture, "Academic Freedom, Tribal Sovereignty and Tribal Colleges," is free and open to the general public. The lecture is sponsored by the Department of Native American Studies at Montana State University.

Billy, an enrolled member of the Navajo Nation, guides the daily operations and oversees projects at AIHEC, including the "American Indian Measures for Success" program and the "Indigenous Evaluation Framework Initiative."

Billy served as the first executive director of the White House Initiative of Tribal Colleges and Universities in 1998, and served as a senior staff member for U.S. Sen. Jeff Bingaman, D-NM, during the 1980s and 1990s. She is a graduate of the University of Arizona and the Georgetown University Law Center.

The annual Berger Memorial Lecture honors the memory of MSU benefactor Phyllis Berger, and is offered each year at MSU by a nationally recognized Native American, Native Alaskan or Native Hawaiian scholar, artist or leader speaking on Native history, cultures or contemporary issues of interest and importance to both Indian and non-Indian people.
