Overview

The MSU Office of Sponsored Programs is administratively responsible for the majority of externally-sponsored research funding that is awarded to the institution. In Fiscal Year 2013, these funds exceeded $93 million.

 
Duties and
Responsibilities

The Program Manager in the Office of Sponsored Programs (OSP) advances the research mission of MSU by coordinating key aspects of the pre-award and post-award functions at OSP. Pre-award management includes identifying and disseminating research funding opportunities for principal investigators (PI’s) and research scientists; partnering with departmental faculty, staff, accountants and administrators on research grant writing to ensure compliance with relevant deadlines, rules and regulations for grant proposal submissions. Post-award management includes coordinating set-up of new grant awards and related matching funds; review and monitoring of institutional expenditures of research grant funds to ensure budgetary compliance; oversight in processing a wide variety of administrative and financial approvals required by OSP. Extensive knowledge and understanding of federal, state, private and university regulations governing research funding is required. While this area of expertise is narrowly focused, if successful the impact on the MSU research community is increased grant funding along with enhanced compliance with relevant rules and regulations. Position is expected to provide a major contribution in the growth of research activities at MSU.

 
Required
Qualifications
1.   Bachelor’s degree plus two years of full time (or part-time equivalent) experience in a customer service-oriented position. An equivalent combination of relevant education and experience will be considered.
2.   Demonstrated excellent organizational and time management skills.
3.   Proficiency in Microsoft Office products including Excel, Outlook, Word and PowerPoint
4.   Record of exceptional accuracy and attention to detail in work product.
 
Preferred
Qualifications
1.   Working knowledge of federal, state and private funding agency policies and procedures, including OMB Circulars.
2.   Familiarity with MSU research mission and strategic plan, as well as current programs and projects.
3.   Experience with electronic proposal submission processes, such as Grants.gov, FastLane, etc.
4.   Experience with a large database system such as Banner.
5.   Experience with accounts payables to ensure compliance with federal acquisition and procurement laws.
6.   Experience working effectively with a broad range of constituencies such as university administrators, faculty, staff, students, and funding agencies.
