100.00POLICY STATEMENT

The Montana State University Emergency Response Manual has been designed as a contingency manual for Montana State University administrators in order to plan for campus emergencies. While this guide does not cover every conceivable situation, it does supply the basic administrative guidelines necessary to cope with most campus emergencies.

The University policies and procedures herein will be followed by all administrators whose responsibilities and authority cover the operational procedures found in the manual. Campus emergency operations will be conducted within the framework of University guidelines. Any exception to these crisis management procedures will be conducted by, or with the approval of those University administrators directing and/or coordinating the emergency operations.

All requests for procedural changes, suggestions, or recommendations will be submitted in writing to the Director of Safety and Risk Management for technical review. All changes recommended by the Director of Safety and Risk Management will be submitted in writing to the President and Vice Presidents for evaluation and adoption.

The MSU Emergency Response Manual shall be the primary source for guiding University administration when confronting emergency situations at Montana State University. It is recognized that in addition to the procedures outlined in this manual, there are areas of campus that have specific procedures to be followed in the event of an emergency. These additional emergency procedures shall continue to remain in place as long as they do not conflict with the basic procedures and polices contained within this document.

The Montana State University Emergency Response Manual, as adopted below, supersedes any previously developed and/or implemented policy and procedures which reference campus wide emergency situations that had been in effect. This policy manual is reviewed and updated annually in October.

101.00 General Emergency Guidelines
  
101.10 Purpose

The basic emergency procedures outlined in this manual are to enhance the protection of lives and property through effective use of University and campus community resources. Whenever an emergency affecting the campus reaches proportions THAT CANNOT BE HANDLED BY ROUTINE MEASURES, the President, or his/her designate may declare a state of emergency, and these contingency guidelines may be implemented. There are two general types of emergencies that may result in the implementation of this plan. These are: (1) large-scale disorder, and (2) large-scale natural/man-made disaster. Since an emergency may be sudden and without warning, these procedures are designed to be flexible in order to accommodate contingencies of various type and magnitude.

101.20 Scope

These procedures apply to all personnel, buildings and grounds, owned, operated or under the supervision and control of Montana State University. This policy also includes those peripheral areas adjoining the university.

101.30 Types of Emergencies

Types of emergencies covered by this manual are:
  1. Fire
  2. Earthquake
  3. Chemical or radiation leak or spill
  4. Explosion, downed aircraft (crash) on campus
  5. Bomb
  6. Civil disturbances or demonstrations
  7. Utility failure
  8. Violent or criminal behavior
  9. Medical and first aid (epidemic poisoning)
  10. Psychological crises

In addition there are sections on how to report all emergencies and building evacuation.

101.40 Definitions of an Emergency

The University President or his/her designate serve as the overall Emergency Director during any major emergency or disaster. The following definitions of an emergency are provided as guidelines to assist
Emergency Response Team personnel, building supervisors and building safety officers in determining the appropriate response:

101.41 NORMAL CAMPUS CONDITION - No Emergency:

Normal campus conditions exist.

101.42 MINOR EMERGENCY:

Any incident, potential or actual, which will not seriously affect the overall functional capacity of the University. During a minor emergency a FIELD EMERGENCY COMMAND POST may be established, as deemed necessary by the Operation Director (Director of University Police, or designated alternate). Report Minor Emergencies immediately to University Police at extension 911. Persons residing in Family and Graduate Housing should report emergencies either at extension 911 (local police) or 994-2121 (university police).

101.43 MAJOR EMERGENCY:

Any incident, potential or actual, which effects an entire building or buildings, and which will disrupt the overall operations of the University. Outside emergency services will probably be required, as well as major efforts from available campus services. A major emergency on campus may require the establishment of a General Emergency Command Post. Major policy considerations and decisions will usually be considered by the University Administration during times of crisis. Report Major Emergencies immediately to University Police at extension 911. Persons residing in Family and Graduate Housing should report emergencies at extension 911 (local police) or 994-2121 (university police).

101.44 DISASTER:

Any event or occurrence, which has taken place and has seriously impaired or halted the operations of the University. In some cases, mass personnel casualties and severe property damage has been sustained. A coordinated effort of all campus-wide resources is required to effectively control the situation. Outside emergency services will be essential. In all cases of disaster, a General Emergency Command Post will be activated, and the appropriate support and operational plans will be executed.

105.00 Assumptions

The Montana State University Emergency Response Plan is a realistic approach to the problems likely to be encountered on campus during a major emergency or disaster. Therefore, the following are general guidelines:

  1. An emergency or a disaster may occur at any time of the day or night, weekend or holiday, with little or no warning.
  2. The succession of events in an emergency are not predictable, therefore, published support and operational plans will serve only as a guide and checklist, and may require field modification in order to meet the requirements of the emergency.
  3. Disasters may effect residents within geographical proximity to Montana State University, therefore City of Bozeman, Gallatin County Disaster & Emergency Services, State, and Federal emergency services may not be immediately available. A delay in off-campus emergency services may be expected (up to 48 - 72 hours).
  4. A major emergency may be declared by the Montana State University President or designated alternate if information indicates that such a condition is developing or is probable.
  5. Any incident which has the potential for adverse publicity concerning campus resources, and/or instrumentalities of the University should be promptly reported to the Director of University Relations at extension 4571 and the MSU President at extension 2341. During non-business hours report these incidents to the University Police at extension 2121.

106.00 Declaration of Campus State of Emergency

The authority to declare a campus state of emergency rests with the Montana State University President or alternate as follows:
When conditions are present that meet the definition of a campus major emergency or disaster, the University Police Department, as required, shall place into immediate effect the appropriate procedures necessary in order to meet the emergency, safeguard persons and property, and maintain educational facilities. The University Police shall immediately consult with the Montana State University Operation Director regarding the emergency and follow all directions as set forth in section 300 of this response plan.
When declaration of a campus STATE OF EMERGENCY is made only registered students, faculty, staff and affiliates (i.e., persons required by employment) are authorized to be present on campus. Those who cannot present proper identification (registration or employee identification card, or other I.D.) showing their legitimate business on campus will be asked to leave the campus. Unauthorized persons remaining on campus may be subject to arrest in accordance with applicable Montana codes.
In addition, only those faculty and staff members who have been assigned emergency resource team duties or issued an emergency pass by the University Police Department will be allowed to enter the immediate disaster site.
Declaration of a campus STATE OF EMERGENCY rests solely with the Emergency Director (MSU President or alternate) and should however, be made in consultation with the Coordinator of Gallatin County Disaster and Emergency Services. The Gallatin County DES Coordinator can provide MSU with assistance in obtaining outside resources, which will be required to successfully mitigate the human and financial impact of disasters and emergencies.

107.00 Communications and Media Relations

A critical aspect of an organization's strength is its ability to communicate effectively in an emergency. This requires thoughtful proactive planning, which lays out the fundamental structure and systems for external and internal response to a wide variety of events and conditions. Since all possible scenarios cannot be planned for in detail, a well-developed plan requires detailing of responsibilities, procedures and action plans that address general categories of emergencies and crises.
The responsibility of the Director of University Relations is to ensure all departments and appropriate staff are informed of the media procedures. This will be critical to successful implementation of the plan in the event of an emergency. Effective response will also depend on the following:
  1. Timely response to media requests
  2. Effective utilization of the available resources, both internal and external
  3. Clear definition of the roles and responsibilities of individual staff members and departments
  4. Carefully planned communications with all interested parties
  5. A relationship with media organizations that fosters their playing a supportive role in our communication efforts
  6. Periodic reevaluation and update of this plan to incorporate administrative and organizational changes, as well as other changes which need to be considered in the plan, such as new buildings systems, new types of labs, etc.

110.00 DIRECTION AND COORDINATION

111.00 Policy Director

All emergency operations shall be directed by the President or alternate as listed below:
  1. Vice President for Student Affairs
  2. Vice President of Administration and Finance
  3. Provost and Vice President for Academic Affairs
  4. Vice President for Research and Creative Activity
In the absence of the President or his/her alternates, the ranking on-duty University Police officer shall assume operational control of the emergency until relieved.

112.00 Operation Director

All emergency operations shall be coordinated by the Director of University Police or delegated alternate (ranking officer present). The direct operational control of the campus major emergency or disaster is the sole responsibility of the Operation Director (Director of University Police or alternate). The Operation Director is responsible for the coordination of all on-campus emergency functions and campus emergency response teams.

113.00 Emergency Preparedness and Training

Emergency communications equipment and other materials necessary for the operation of a General Emergency Command Post and a Field Emergency Command Post shall be maintained in a state of readiness by the Director of Safety and Risk Management.
Training sufficient to ensure the preparedness of the campus community in dealing with emergency situations shall be conducted under the direction of the Director of Safety and Risk Management. Preparedness and training for emergency media communications procedures will be conducted under the direction of the Director of University Relations.

120.00 EMERGENCY COMMAND POSTS

When an emergency occurs, or is eminent, it shall be the responsibility of the University Police Department to set up and staff an appropriate Emergency Command Post as directed. In addition to the appropriate Emergency Command Posts, regular University Police facilities are to be kept fully operational at all times.

121.00 Field Emergency Command Post - FECP

If the emergency involves only one building or a small part of the campus, a University Police vehicle or other suitable vehicle may be utilized as a Field Emergency Command Post and is to be located as near the emergency scene as is reasonably possible. At least one uniformed officer or University Police dispatcher is to staff the FECP at all times or until the emergency ends. A small office with a desk, chairs, and a telephone may also be required near the scene as deemed necessary by the Operation Director and the Policy Director.

Field Emergency Command Post Equipment to include:

  1. Barricades, barrier tape, and signs for the scene
  2. Portable hand radios (minimum of two)
  3. Portable public address system
  4. First aid kit
  5. Campus telephone directory, MT State Government Telephone Directory, and local Telephone Directory including Yellow Pages
  6. Copy of the MSU Emergency Response Manual
  7. Flashlights (minimum of two)
  8. Cellular Telephone
  9. High Visibility Vests (10)
  10. Command Post Location Marker or other suitable means of FECP identification

122.00 General Emergency Command Post - GECP

If the emergency involves a large part of the campus the Command Post is to be set up in the Huffman Building, University Police Department. If this site is unavailable the Operation Director is to select an alternate location. At least one uniformed officer or University Police Dispatcher is to staff the Command Post at all times until the emergency situation ends.

A marshalling area for outside and local agency assistance shall be established by the University Police for operations of the combined on-site Emergency Response Team. A permanent conference room with facilities for emergency teams, which is designed to accommodate multiple telephone and/or electrical appliances, shall be established in the Huffman Building. In the event this established facility is not available, the Operation Director shall designate a suitable alternate site.

General Emergency Command Post equipment to include:

  1. Emergency power source
  2. Tables, desks and chairs to accommodate Emergency Response Team (Policy Group) personnel and support staff
  3. Two-Way Radio Base Station.
  4. Telephone communications equipment consisting of the following:
    1. Dedicated lines for Policy Directors use (min. of 2)
    2. Dedicated lines for Operations Directors use (min. of 2)
    3. Cellular Telephone (min. of 1)
    4. First Aid Kit
    5. Sanitary Facilities
    6. MSU Emergency Response Manual (inc. section 400 complete)
    7. Campus maps and drawings
    8. Campus telephone directory, MT State Govt. telephone directory, Local telephone directory and major Montana cities' telephone directories.
    9. Computer work station, printer, NETWORK capable
    10. Paper, envelopes, writing implements and other office supplies

123.00 Media Center

A Media Center will be erected adjacent to the Operations Center in the case of a widespread campus incident/disaster. A media point of contact may be located at the scene of the disaster, if it is localized and if it is possible. The Media Center will include space for a media pool, electricity, telephones, campus and area directories, maps, and Internet connections.

130.00 CAMPUS EMERGENCY RESPONSE TEAM

The Campus Emergency Response Team shall consist of the following six parts:

130.10 POLICY DIRECTORS:

The Policy Directors shall determine all campus-wide policy matters as they relate to the campus emergency or disaster. All decisions which reference campus evacuations, campus closure or restrictions, postponements and resumptions, and special circumstance personnel policies are the responsibility of the Emergency Response Team Policy Directors.
The Policy Directors shall establish a priority list of issues which reference specific emergency and/or disaster situations, approve any communications initiatives and emergency directions.
The Policy Directors shall maintain liaison with the City of Bozeman, Gallatin County, State of Montana and University leaders.
The Campus Emergency Response Team Policy Directors shall be comprised of the following individuals:
President of Montana State University or alternate.

Vice President for Student Affairs

Vice President for Administration & Finance

Provost and Vice President for Academic Affairs

Vice President for Research & Creative Activity

Executive Director of Information Services

130.20 POLICY SUPPORT GROUP

The Policy Support Group shall serve in a direct support capacity to the Policy Directors. The Director, Policy Support Group shall provide liaison with the Policy Directors. The Policy Support Group shall include, but is not necessarily limited to the following individuals:

130.30 OPERATION DIRECTORS:

The Operation Directors have the responsibility to provide information to the Policy Directors with respect to the impact the emergency or disaster has had on campus personnel, facilities, utilities, transportation and communication. The Operation Director shall direct actions to resolve immediate concerns and plan for the interim continuance of campus activities until such time as the normal resumption of activities and events is established.
The Safety and Risk Manager shall identify the on campus resources available with which to respond to the disaster or emergency and the off-campus resources which will be necessary to mitigate additional losses. The Operation Director shall provide the Policy Directors with a list of priorities for their review.
The Campus Emergency Response Team Operations Directors shall be comprised of the following individuals:

130.40 OPERATIONS SUPPORT GROUP

In addition to the Operation Directors, the Operation Support Group shall serve in a direct operational support capacity. The Operation Support Group personnel shall include, but not necessarily be limited to the following individuals:

Manager of Campus Maintenance

Radiation Safety Officer

Chemical/Hazardous Materials Safety Officer

130.50 POLICY - OPERATIONS LIAISON

The Policy Directors may elect to appoint one of the Policy Directors or Policy Support Group to act as liaison between the Operation Directors and the Policy Directors.

130.60 DIRECTOR OF UNIVERSITY RELATIONS/MEDIA SPOKESPERSON:

  1. Shall be responsible for disseminating communications to external and internal media.
  2. Shall be responsible for establishment of the media center and serving media needs.
  3. Shall develop public statements, coordinate approval with policy directors and prepare or supervise preparation of written or electronic information the university will disseminate to the public regarding the crisis or emergency.

131.00 Policy Directors Duties and Responsibilities

Policy Director: President of Montana State University or alternate

  1. The President or alternate is responsible for the overall direction of the University's Emergency response.
  2. Works with the Emergency Response Team in assessing the emergency and preparing the University's specific response.
  3. Declares and ends, when appropriate, the campus STATE OF EMERGENCY.
  4. Notifies and conducts liaison activities with the University Administration, Commissioner of Higher Education, Governor's Office, Gallatin County Disaster and Emergency Services Coordinator, Emergency Response Team and others as necessary.
  5. The Policy Directors have the duty and responsibility to assist the Emergency Director (President) in the development of a policy response with respect to the emergency or disaster.

132.00 Policy Support Group Duties and Responsibilities

The Policy Support Group, as requested by the Policy Directors, shall assist in the implementation of policy strategies developed to mitigate the effects of the emergency or disaster. The Policy Support Group is formed at the order and under the direction of the Vice President for Student Affairs.

133.00 Operations Directors' Duties and Responsibilities

  1. The Operation Director is responsible for the overall coordination of the University's Emergency Response:
    1. Determines the type and magnitude of the emergency.
    2. Establishes the appropriate Emergency Command Post
    3. Initiates immediate contact with the Emergency Director (MSU President or designated alternate).
    4. Notifies and utilizes University Police Department personnel, outside law enforcement agency assistance if necessary, student aides and/or other available resources in order to maintain safety and order.
    5. Notifies the members of the Emergency Resource Team and advises them of the nature of the emergency.
    6. Notifies and conducts liaison activities with outside organizations such as law enforcement, fire department and Disaster and Emergency Services personnel.
    7. Insures that appropriate notification is made to off-campus staff when necessary.
    8. Performs other related duties as may be directed by virtue of the campus emergency.
    9. In conjunction with Loss Control Director (Director of Safety and Risk Management), prepares and submits a report to the President appraising the final outcome of the emergency.

133.10 Senior Officer - University Police Department

  1. Maintains the University Police Department facility in a state of constant readiness.
  2. Initiates the EMERGENCY NOTIFICATION SYSTEM - ENS
  3. Takes immediate and appropriate action to protect life, property, and to safeguard records as necessary.
  4. Obtains assistance from the city, county and federal government for radiological monitoring and first aid as required.
  5. Provides traffic control, access control, perimeter and internal security patrols and fire prevention services as needed.

133.20 Director of Facilities Services

  1. Provides equipment and personnel to perform shutdown procedures, hazardous area control, barricades, damage assessment, debris clearance, emergency repairs and equipment protection.
  2. Provides vehicles, equipment and operators for movement of personnel and supplies, assigns vehicles.
  3. Obtains the assistance of utility companies as required for emergency operations.
  4. Furnishes emergency power and lighting systems as required.
  5. Surveys habitable space and relocates essential services and functions.
  6. Provides facilities for emergency generator fuel during actual emergency or disaster periods.
  7. Provides for storage of vital records at an alternate site; coordinates with building and area supervisors for liaison and necessary support.

133.30 Associate Director of ITC Projects and Telephone Services:

  1. Provides the personnel and expertise necessary to maintain telephone or establish emergency landline communications services.
  2. Provides for the security and protection of computer and information systems.
  3. Provides for temporary computer and information services which may be necessary to facilitate the business procedures necessary and related to emergency purchases, personnel services and accounting.

133.40 Director of Auxiliary Services:

  1. Will assist in the dissemination of all information and directives intended for the on campus student population.
  2. Provides temporary or alternate housing and food service facilities for on campus student population affected by the disaster or emergency.
  3. May provide temporary housing and food service for off campus students who have been directed to remain on campus or who are unable to leave campus.
  4. May provide for temporary housing and food service for emergency response personnel and/or University staff directed to remain on campus for extended periods of time.
  5. May provide for temporary bedding, food, water or other resources necessary as indicated by the disaster or emergency.

133.50 Director of Safety and Risk Management:

  1. Coordinates with other Emergency Resource Team members as necessary.
  2. Provides an accounting summary of financial impact of emergency response, clean-up, and recovery.
  3. Ensures that rescue and clean-up operations are conducted in as safe a manner as possible to prevent injury to rescue and clean-up personnel, and further injury to possible victims.
  4. Coordinates rescue and clean-up operations to conform to applicable safety, health and environmental regulations.
  5. Coordinates with the MSU Radiation Safety Officer, Chemical/Hazardous Materials Safety Officer and Biohazard Safety Officer to ensure the safe and successful clean-up and disposal of hazardous materials.
  6. Coordinates and supervises the activities of outside regulatory, investigative or insurance related agencies such as:
    1. Montana State Fire Marshall's Office
    2. Bozeman Fire Marshall's Office
    3. Montana Department of Labor and Industry
    4. Montana Department of Health and Environmental Sciences
    5. State Compensation Mutual Insurance Fund
    6. Risk Management and Tort Defense Division
    7. Commercial Insurance Carrier representatives
    8. Independent adjusting firms
  7. Initiates the request for spending authority necessary for emergency operations.
  8. Obtains all available funding provided for clean-up and recovery expenses.
  9. Monitors campus emergency warning and evacuation systems.
  10. Provides and equips an alternate site for the Emergency Command Post.
  11. Maintains liaison with Gallatin County Disaster and Emergency Services for telecommunications support if necessary.

133.60 Director of University Relations / Media Spokesperson - Duties and Responsibilities

134.00 Duties and Responsibilities of Operations Support Group

All individuals identified as having Operations Support Group responsibilities shall have the duty to assist the Operations Directors to provide the resources necessary to mitigate the effects that an emergency or disaster has had upon the MSU campus community.
In the event an emergency or disaster has been declared on the MSU campus, Operationl Support Group shall assemble the resources under their direction and control and maintain these in a state of readiness until called upon by the Operations Directors or other University authority to assist in emergency response operations.

135.00 Policy - Operations Liaison Duties and Responsibilities

The individual(s) assigned to act as Policy - Operations Liaison shall have the responsibility to facilitate the flow of information between the Operation Director and the Policy Director (Director of University Police and University President). This individual shall have the direct responsibility to assist the Emergency Director and to ensure that all policy decisions are communicated to the proper authority.

200.00 OTHER CAMPUS DUTIES AND RESPONSIBILITIES

201.00 University President

The Montana State University President, or designated alternate, as Campus Emergency Director is responsible for the overall direction of campus emergency operations as outlined in the Emergency Response Team section of this manual. (see section 131.10)

202.00 Building Supervisors

Each Building Supervisor may act as, or appoint a Building/Facility Safety Officer for every campus building/location within their supervision or control, and has the following general responsibilities prior to and during any emergency:
  1. Emergency Preparedness
    1. An Emergency Response Plan for each building shall be developed which will include, but not necessarily be limited to the following:
      1. Building Evacuation Plan
        1. Evacuation Wardens
        2. Handicap Evacuation
        3. Evacuation Assembly Area
        4. Exit Locations and Evacuation Routes
      2. Emergency Reporting Procedures
      3. Hazardous Conditions Reporting and Correction Procedures
      4. Emergency First Aid Information
      5. Emergency Equipment Location(s)
        1. First Aid Kits
        2. Fire Extinguishers
        3. Other Emergency Equipment
      6. Listing of Building/Facility Permanent Personnel

The Emergency Response Plan for each building should be as concise as possible. Each Department/Division within a specific building shall have a copy of their Building Emergency Response Plan.

    1. Building evacuation information shall be distributed to all employees with follow-up discussions, on-the-job training or additional explanation as required. Contact MSU Safety and Risk Management for assistance.
    2. Time shall be allowed for training employees in emergency techniques such as fire extinguisher use, first aid, CPR and building evacuation procedures. Contact MSU Safety & Risk Management Director for assistance.
  1. Emergency Situations
    1. REPORT ALL EMERGENCIES TO UNIVERSITY POLICE AT 911.
      From family and graduate housing area or off-campus dial either 911 or 994-2121
    2. Inform all employees under their direction of the emergency condition.
    3. Evaluate impact the emergency has on their activity and take appropriate action. This may include ceasing operations and initiating building evacuation.
    4. Maintain emergency telephone communications with officials from their own building/facility (or from an alternate site if necessary).

203.00 Faculty and Supervisors

Each faculty and/or staff supervisor has the responsibility to:
  1. Educate their students and/or employees concerning Montana State University emergency procedures as well as evacuation procedures for their building and/or activity.
  2. Inform their students and/or staff of an emergency and initiate emergency procedures as prescribed in their respective Building/Facility Emergency Plan and the MSU Emergency Response Manual.
  3. Evaluate, survey and estimate their assigned building facility or activity in order to determine the impact a fire or earthquake could have on their facility. Report all safety hazards to the appropriate building supervisor or safety officer. Work orders to reduce hazards and to minimize accidents should be promptly submitted to the Work Control Center in Facilities Services.
  4. IMPORTANT: Inform all students, staff and faculty to conform to building evacuation guidelines during any emergency and to report to their appropriate evacuation assembly area outside the building where a head count can be taken.

300.00 MSU EMERGENCY NOTIFICATION SYSTEM - ENS

The telephone is the primary means of emergency notification at Montana State University. This system is intended for the immediate transmission of specific information regarding an emergency to all affected areas of the campus. The MSU Emergency Notification System (ENS) will rely primarily upon the University Telephone System to contact all Emergency Response Team and support staff personnel. In the event the University Telephone System is out of service due to the emergency or disaster, the cellular phone, radio and/or messenger system of notification may be utilized by the Operation Director as a means of activating the Emergency Response Team Personnel.

301.00 INITIAL RESPONSE - DESIGNATION OF EMERGENCY CONDITION STATUS

All emergencies on the MSU campus shall be reported immediately to the University Police at 911. Immediately upon receiving notification of a reported campus emergency the University Police Department shall have the responsibility to initiate the following chronology of events:

301.01 Dispatch of officer

Police officer shall be dispatched to the scene to confirm the emergency or disaster conditions.

301.02 Emergency Medical and Fire Department Dispatched

University Police dispatch shall request the appropriate assistance for Fire Department or Emergency Medical Services personnel.

301.03 Operation Director Contacted

The University Police dispatch will immediately contact the Operation Director (Director of University Police) or the next highest ranking University Police official.

301.04 Policy Team Member Contacted

The Operation Director or highest ranking University Police official shall immediately contact at least one of the Emergency Response Team - Policy Directors in the following order:
  1. President
  2. VP for Student Affairs
  3. VP for Administration & Finance
  4. Provost & VP for Academic Affairs
  5. VP for Research & Creative Activity
  6. Executive Director of Information Services

301.40 Assignment of Emergency Status

In consultation with the Emergency Response Team - Policy Director contacted, the Operation Director will assign one of the following Emergency Status with respect to the campus conditions and status of the University and in turn shall activate the Emergency Notification System (ENS):

301.41 Normal Campus Condition

Normal Campus Conditions: ENS activation not required. (see section 101.41)

301.42 Minor Emergency

Minor Emergency: ENS may be activated. Emergency Response Team members may not meet as a group, but will be appraised of conditions. Field Emergency Command Post (FECP) may be established. (see section 101.42)

301.43 Major Emergency

Major Emergency: ENS will be activated. Emergency Response Team members will report as directed by the Operation Director. General Emergency Command Post may be activated in the Huffman Building. Field Emergency Command Post (FECP) will be established. (see section 101.43)

301.44 Disaster

Disaster: ENS will be activated. All Emergency Response Team members will report to GECP in Huffman Building. If Huffman Building not available an alternate GECP will be established. All Emergency Response Team members shall report as requested and bring the following items with them:
  1. All MSU keys checked out to them.
  2. Pagers
  3. Cellular phones and extra batteries
  4. Laptop PC's and extra batteries
  5. Two way radios and extra batteries

310.00 ACTIVATION OF EMERGENCY NOTIFICATION SYSTEM - ENS

The MSU Emergency Notification System (ENS) is activated upon the direct order of the Operation Director or other highest ranking University Police official available. Once the ENS has been activated, the University Police dispatch will contact all Emergency Response Team members and provide them with the appropriate instructions for reporting to either the FECP or GECP, as directed by the Operation Director. Campus telephone, FAX, Home and Cellular telephone numbers for all Emergency Response Team Personnel are listed in sections 410.10 through 410.40.

501.01 Reporting Emergencies

Information on reporting emergencies shall be made available at each office/location at Montana State University. The specific emergency information provided at each office/location should be that which is part of the information and procedures included into the "Emergency Plan" for each building/location.

Information on "Reporting Emergencies" shall be readily accessible to all personnel in each building/location. This accessible information shall include the following:

  1. Building Evacuation
    1. All building evacuations will occur when an alarm sounds and/or upon notification by University Police, Building Supervisor, Building Safety Officer, or designate.
    2. When the building evacuation alarm is activated during an emergency leave by the nearest marked exit and alert others to do the same.
    3. ASSIST THE HANDICAPPED IN EXITING THE BUILDING!
      Handicap evacuation will be preplanned for each building at Montana State University. Contingencies for handicapped evacuation shall be included in the Emergency Plan of each Building/Location.

      Remember that elevators are reserved for handicapped persons. DO NOT USE THE ELEVATORS IN CASES OF FIRE AND/OR EARTHQUAKE.

    4. Once outside proceed to a clear area that is at least 500 feet away from the affected building. Keep streets, fire lanes, hydrant areas and walkways clear for emergency vehicles and personnel. Know your area assembly points.
    5. DO NOT return to an evacuated building unless told to do so by a University Official.

    IMPORTANT: After any evacuation report to your pre-designated assembly point. Stay there until an accurate headcount is taken. The Building Safety officer will take attendance and assist in accounting for all building occupants.

  2. Campus Evacuation
    1. Evacuation of all or part of the campus grounds will be announced by University Police as described.
    2. All persons (student and staff) are to immediately vacate the site in question and relocate to another part of the campus grounds as directed.

510.00 CIVIL DISTURBANCE OR DEMONSTRATIONS

Most campus demonstrations such as marches, meetings, picketing and rallies will be peaceful and non-obstructive. A student demonstration should not be disrupted unless one or more of the following conditions exists as a result of the demonstration:

  1. INTERFERENCE with the normal operations of the University.

  2. PREVENTION of access to office, buildings or other University facilities.

  3. THREAT of physical harm to persons or damage to University facilities.

If any of these conditions exist University Police should be notified and will be responsible for contacting and informing the President and Vice Presidents. Depending on the nature of the demonstration the appropriate procedures listed below should be followed:

  1. PEACEFUL, NON-OBSTRUCTIVE DEMONSTRATIONS

    1. Generally, demonstrations of this kind should not be interrupted. Demonstrations should not be obstructed or provoked and efforts should be made to conduct University business as normally as possible.
    2. If demonstrators are asked to leave but refuse to leave by regular facility closing time:
      1. Arrangements will be made by the Director of University Police to monitor the situation during non-business hours, or
      2. Determination will be made to treat the violation of regular closing hours as a disruptive demonstration. (See Section 2.)

  2. NON-VIOLENT, DISRUPTIVE DEMONSTRATIONS

    1. In the event that a demonstration blocks access to University facilities or interferes with the operation of the University in violation of the Student Conduct Code:
      1. The Vice President for Student Affairs or designee will go to the area and ask the demonstrators to disperse, or to discontinue the disruptive activities.
      2. The Vice President for Student Affairs may ask key university personnel and student leaders to go to the area and assist in persuading the demonstrators to desist and disperse.
      3. If the demonstrators persist in the disruptive activity they will be apprised that failure to discontinue the specified action within a determined length of time may result in disciplinary action including suspension or expulsion or possible intervention by civil authorities (see Attachment A).
      4. The Vice President for Student Affairs, after consultation with the Emergency Director (President) and Emergency Coordinator (Director of University Police), will determine the need for an injunction and intervention by University Police.
      5. If a determination is made to seek an intervention by the University Police, the demonstrators should be so informed. Upon arrival of University Police and/or other law enforcement personnel under the direction and supervision of the Director of University Police, demonstrators remaining in the area will be warned of the intention to arrest. To facilitate any action by the University Police assistance may be obtained from City of Bozeman, Gallatin County or other State of Montana civil authorities. All personnel acting in any such facilitative capacity shall be under the direction of the Director of University Police. (see Attachment B).
      6. Efforts should be made to obtain positive identification of demonstrators in violation in order to facilitate later testimony, including photographs and/or videotaping if deemed advisable.

  3. VIOLENT, DISRUPTIVE DEMONSTRATIONS

    In the event that a violent demonstration in which injury to persons or property occurs or appears imminent the Director of University Police will notify the President, the Vice President for Student Affairs and the Vice President for Academic Affairs. After this initial notification, the MSU Emergency Notification System may, at the direction of the President, be activated.

    1. During Business Hours

      1. In coordination with the President or Vice President for Student Affairs, University Police will contact outside law enforcement for assistance.
      2. The President, in consultation with the Provost, Vice President for Student Affairs, Vice President for Academic Affairs, and the Director of University Police will determine the possible need for an injunction or intervention.
      3. University Police will maintain communications with the President and Vice President for Student Affairs or designee(s) throughout the demonstration.

    2. After Business Hours

      1. University Police will investigate the disruption and notify the President, Vice President for Student Affairs and Vice President for Academic Affairs.
      2. The Vice President for Student Affairs will:
        1. Report the circumstances to the President.
        2. Notify key administrators and if appropriate the Building Supervisor responsible for the building/location.
        3. Notify the Director of University Relations.
        4. Arrange for a photographer.
      3. The Director of University Police, after consultation with the President or Vice President for Student Affairs will request additional assistance as necessary.

NOTE: The Director of University Police will call for additional law enforcement assistance without counsel from others if it is deemed to be critical to the safety of persons involved.

510.01 Attachment A

DIRECTIVE TO IMMEDIATELY TERMINATE DEMONSTRATION

(Identify Self)

This assembly and the conduct of each participant is seriously disrupting the operations of the University and is in clear violation of the rules of Montana State University. You have previously been called upon to disperse and terminate this demonstration. (You have been given the opportunity to discuss your grievances in the manner appropriate to the University.) (In no event will the Administration of Montana State University accede to demands backed by force.) Accordingly, you are directed to terminate this demonstration. If you have not done so within 15 minutes I will, under the authority of the Commissioner of Higher Education and the Board of Regents, take whatever measures are necessary to restore order - including calling for police assistance. Any student who continues to participate in this demonstration is subject to possible arrest and will also be subject to suspension.

510.02 ATTACHMENT B

DIRECTIVE TO IMMEDIATELY TERMINATE DEMONSTRATION WITH THE ASSISTANCE OF POLICE

(Identify Self)

You have previously been directed to terminate this demonstration and you have been put on notice as to the consequences of your failures to do so. Since you have chosen to remain in violation of the rules and regulations of Montana State University each of you is hereby suspended, subject to later review.

The University Police will now be called to assist in dispersing this assembly. Those who fail to leave immediately will be subject to arrest.

520.00 EXPLOSION, AIRCRAFT DOWN (CRASH) ON CAMPUS

In the event a mishap occurs such as an explosion or a downed aircraft (crash) on the MSU campus, take the following action:
  1. Immediately take cover under tables, desks and other objects which will give protection against falling glass and debris.

  2. After the effects of the explosion and/or fire has subsided notify the University Police Department at 911. Give your name and describe the location and nature of the emergency.

  3. If necessary, or when directed to do so, activate the building alarm. CAUTION: THE BUILDING ALARM RINGS ONLY IN SOME BUILDINGS - you must report the emergency by telephone to University Police at 911.

530.00 EARTHQUAKE

  1. During an earthquake remain calm and quickly follow the steps outlined below.

  2. IF INDOORS seek refuge under a desk or table. Stay away from glass windows, shelves and heavy equipment.

  3. IF OUTDOORS move quickly away from buildings, utility poles and other structures. Caution: Always avoid power or utility lines as they may be energized. Know your building's evacuation points.

  4. If in an automobile stop in the safest place available, preferably away from power lines and trees. Stop as quickly as safety permits, but stay in the vehicle for the shelter it offers.

  5. After the initial shock, evaluate the situation and if emergency help is necessary call University Police at 2121. Protect yourself at all times and be prepared for after-shocks.

  6. Damaged facilities should be reported to University Police and Facilities Services. NOTE: Gas leaks and power failures create special hazards. Please refer to the section on Utility Failures.

  7. If an emergency exists activate the building alarm. CAUTION: THE BUILDING ALARM ONLY RINGS IN SOME BUILDINGS - you must report the emergency by phone to University Police at 2121.

  8. When the building evacuation alarm is sounded walk to the nearest marked exit and ask others to do the same.

540.00 MEDICAL EMERGENCY

CALL THE UNIVERSITY POLICE AT 2121 IF YOU NEED ASSISTANCE.

  1. In case of serious injury or illness on the MSU campus immediately dial 911. Give your name, describe the nature and severity of the medical problem and the campus location of the victim.

  2. In case of minor injury or illness provide first aid care.* Use only sterile first aid materials.

  3. In case of serious injury or illness Red Cross trained personnel* should quickly perform the following steps:
    1. Keep the victim still and comfortable. DO NOT MOVE THE VICTIM.
    2. Ask victim, "Are you okay?" and "What is wrong?"
    3. Check breathing and give artificial respiration if necessary.
    4. Control serious bleeding by direct pressure on the wound.
    5. Continue to assist the victim until help arrives.
    6. Look for emergency medical I.D., question witnesses and give all information to the paramedics.

*Only trained personnel should provide first aid treatment (i.e.: first aid, CPR)

In addition, all MSU employees trained as Emergency First Aid Responders should utilize the appropriate personal protective equipment to protect themselves against the spread of infectious diseases such as the Hepatitis B virus (HBV) and Human Immunodeficiency Virus (HIV) and/or other potential bloodborne pathogens.

All MSU employees trained as Emergency First Aid Responders should be included in the MSU Bloodborne Pathogens program and shall receive the appropriate training. Contact the MSU Safety & Risk Management office for assistance.

550.00 CHEMICAL, RADIATION LEAK OR SPILL

  1. Any spillage of a hazardous chemical or radioactive material is reported immediately to University Police at 2121.

  2. When reporting be specific about the nature of the involved material and exact location. University Police will contact the necessary specialized authorities and medical personnel.

  3. The key person on site should vacate the affected area at once and seal it off to prevent further contamination of other areas until the arrival of MSU Hazardous Materials or Radiation Safety personnel.

  4. Anyone who may be contaminated by the spill is to avoid contact with others as much as possible, remain in the immediate vicinity and give their names to University Police. Required first aid and cleanup by specialized authorities should be started at once.

  5. If an emergency exists, activate the building alarm. CAUTION: THE BUILDING ALARM RINGS ONLY IN SOME BUILDINGS, you must report the emergency by phone to University Police at 2121.

  6. When the building evacuation alarm is sounded, an emergency exists. Walk quickly to the nearest marked EXIT and alert other to do the same.

  1. If you observe a suspicious object or potential bomb on the MSU campus, DO NOT HANDLE THE OBJECT! Clear the area immediately and call University Police 2121.

  2. Any person receiving a phone call bomb threat should ask the caller:
    1. When is the bomb going to explode?
    2. Where is the bomb located?
    3. What kind of bomb is it?
    4. What does it look like?
    5. Why did you place the bomb?

  3. Keep talking to the caller as long as possible and record the following:
    1. Time of call.
    2. Age and sex of caller.
    3. Speech pattern, accent, possible nationally, etc.
    4. Emotional state of the caller.
    5. Background noise.

  4. Immediately notify University Police - at 2121.

  5. University Police Officers will conduct a detailed bomb search. Employees are requested to make a cursory inspection of their area for suspicious objects as they evacuate and should report the location of any such suspicious objects to University Police. DO NOT TOUCH THE OBJECT! Do not open drawers, cabinets, or turn lights on or off.

  6. If an emergency exists activate the building alarm. CAUTION: THE BUILDING ALARM RINGS ONLY IN SOME BUILDINGS, you must report the incident by phone to University Police at 2121.

  7. When the building evacuation alarm is sounded or an emergency exists, walk quickly to the nearest marked EXIT and alert others to do the same.

IN AN EMERGENCY CALL 2121

The University Police Department is located in the Huffman Building and provides you with 24-hour help and protection. This service is provided seven days a week on a year around basis.

  1. Everyone is asked to assist in making the campus a safe place by being alert to suspicious situations and promptly reporting them.

  2. If you are a victim or witness to any on-campus offense AVOID RISKS!

  3. Promptly notify University Police at 2121 as soon as possible and report the incident, include the following information:
    1. Nature of the incident.
    2. Location of the incident.
    3. Description of person(s) involved.
    4. Description of property involved.

  4. If you observe a criminal act or whenever you observe a suspicious person on campus, immediately notify University Police at 2121 and report the incident.

  5. Assist the officers when they arrive by supplying them with all additional information and ask others to cooperate.

  6. Should gunfire or discharged explosives hazard the campus, you should take cover immediately using all available concealment. After the disturbance seek emergency aid if necessary.

  7. WHAT TO DO IF TAKEN HOSTAGE:
    1. Be patient. Time is on your side. Avoid drastic action.
    2. The initial 45 minutes are the most dangerous. Follow instructions, be alert and stay alive. The captor is emotionally imbalanced. Don't make mistakes which could hazard your well-being.
    3. Don't speak unless spoken to and then only when necessary. Don't talk down to the captor who may be in an agitated state. Avoid appearing hostile. Maintain eye contact with the captor at all times if possible, but do not stare. Treat the captor like royalty.
    4. Try to rest. Avoid speculating. Comply with instructions as best you can. Avoid arguments. Expect the unexpected.
    5. Be observant. You may be released or escape. The personal safety of others may depend on your memory.
    6. Be prepared to answer the police on the phone. Be patient, wait. Attempt to establish rapport with the captor. If medications, first aid, or restroom privileges are needed by anyone, say so. The captors in all probability do not want to harm persons held by them. Such direct action further implicates the captor in additional offenses.

580.00 FIRE

IN AN EMERGENCY CALL UNIVERSITY POLICE AT 2121

IN ALL CASES OF FIRE THE UNIVERSITY POLICE DEPARTMENT MUST BE NOTIFIED IMMEDIATELY!

  1. Know the location of fire extinguishers, fire exits, and alarm systems in your area and know how to use them. Training and information is available through MSU Safety and Risk Management.

  2. If a minor fire appears controllable IMMEDIATELY contact University Police. ONLY IF YOU HAVE BEEN TRAINED IN THE USE OF A FIRE EXTINGUISHER, promptly direct the charge of the fire extinguisher toward the base of the fire.

  3. If an emergency exists, activate the building alarm. CAUTION: THE BUILDING ALARM RINGS ONLY IN SOME BUILDINGS, you must report the fire to University Police at 2121.

  4. On large fires that do not appear controllable, IMMEDIATELY notify University Police at 2121. Then, evacuate all rooms, closing all doors to confine the fire and reduce oxygen - DO NOT LOCK DOORS!

  5. When the building evacuation alarm is sounded an emergency exists. Walk quickly to the nearest marked EXIT and alert others to do the same.

  6. ASSIST THE HANDICAPPED IN EXITING THE BUILDING! DO NO USE THE ELEVATORS DURING A FIRE. Elevators are reserved for emergency services personnel. Smoke is the greatest danger in a fire, so stay near the floor where the air will be less toxic.

  7. Once outside, move to the building's designated evacuation assembly point at least 500 feet away from the affected building. Keep streets, fire lanes, hydrants and walkways clear for emergency vehicles and crews.

  8. If requested, assist Emergency crews as necessary.

  9. A Field Emergency Command Post may be set up near the emergency site. Keep clear of the Command Post unless you have official business.

  10. DO NOT RETURN TO AN EVACUATED BUILDING unless told to do so by a University official.

NOTE: If you become trapped in a building during a fire and a window is available, place an article of clothing (shirt, coat, etc.) outside the window as a marker for rescue crews. If there is no window stay near the floor where the air will be less toxic. Shout at regular intervals to alert emergency crews of your location. DO NOT PANIC!

590.00 UTILITY FAILURE

  1. In the event of a major utility failure occurring during regular working hours (8:00 a.m. through 5:00 p.m., Monday through Friday), immediately notify University Police at 2121 and Facilities Services at extension 2107.

  2. If there is potential danger to building occupants, or if the utility failure occurs after hours, weekends or holidays, notify University Police at extension 2121.

  3. If an emergency exists activate the building alarm. CAUTION: THE BUILDING ALARM RINGS ONLY IN SOME BUILDINGS, you must report the emergency by phone to University Police at 2121.

  4. All building evacuations will occur when an alarm sounds continuously and/or when an emergency exists.

  5. ASSIST THE HANDICAPPED IN EXITING THE BUILDING! Remember that the elevators are reserved for emergency services personnel. DO NOT USE ELEVATORS IN CASE OF FIRE.

  6. Once outside move to the building's designated evacuation assembly point at least 500 feet away from the affected building(s). Keep the walkway, fire lanes and hydrants clear for emergency crews.

  7. If requested, assist the emergency crews as necessary.

  8. A Field Emergency Command Post may be set up near the emergency site. Keep clear of the command post unless you have official business.

  1. ADDITIONAL INFORMATION AND PROCEDURES

    Always observe steps "A" and "B" above whenever the following utility emergencies arise.

    1. ELECTRICAL/LIGHT FAILURE:
      At present campus building lighting may not provide sufficient illumination in corridors and stairs for safe exiting. It is therefore advisable to have a flashlight and portable radios available for emergencies.

    2. ELEVATOR FAILURE:
      If you are trapped in the elevator use the emergency phone to notify University Police. If the elevator does not have an emergency phone turn on the emergency alarm (located on the front panel) which will signal for help.

    3. PLUMBING FAILURE/FLOODING
      Cease using all electrical equipment. Notify University Police at extension 2121. If necessary, vacate the area.

    4. SERIOUS GAS LEAK:
      Cease all operations. DO NOT SWITCH ON LIGHTS OR ANY ELECTRICAL EQUIPMENT. REMEMBER electrical arcing can trigger an explosion! Notify University Police at extension 2121.

    5. STEAM LINE FAILURE:
      Immediately notify University Police at extension 2121 or Maintenance at 2107 and if necessary vacate the area.

    6. VENTILATION PROBLEM:
      If smoke odors come from the ventilation system immediately notify University Police at extension 2121 or Maintenance at extension 2107 and if necessary cease all operations and vacate the area.

600.00 PSYCHOLOGICAL CRISES

A psychological crisis exists when an individual is threatening harm to himself/herself or to others, or is out of touch with reality due to severe drug reactions or a psychotic break. A psychotic break may be manifested by hallucinations, uncontrollable behavior, or the person could be a mental patient walk-away.

If a psychological crisis occurs:

  1. Never try to handle a situation you feel is dangerous on your own.

  2. Notify the University Police of the situation, dial extension 2121. Clearly state that you need immediate assistance, give your name, your location and the area involved.

700.00 ANNUAL TRAINING

Training will be conducted on an annual basis for all designated first responders. This training will include work such as a table-top exercise or other contextual training. The Director of Safety and Risk Management will supervise and coordinate all training of first responders.
