Governance and Commitment to Rules Compliance:
- Initiate and develop a general long-range planning document for athletics (Vice Provost of Student Affairs).
- Grant the FAR funded release time to fulfill his existing responsibilities to increase monitoring for rules compliance and to supervise the effort of a formal audit of rules compliance annually.
- Place information about rules compliance and how to report suspected violations on MSU info.
- Improve avenues for communication among those responsible for policy formulation and implementation and the campus community at large. (President, Vice Provost, and Athletic Director)
Academic Integrity:
- Hire an academic counselor for student-athletes
- Require all student-athletes entering as freshmen to take a freshman seminar.
- Recommend that all incoming student-athletes, including transfers, attend seminars on the CHAMPS life skills program.
- Establish a uniform policy for scheduling events (other than football, basketball and volleyball) with the intent to minimize student-athlete class absences.
- Require team coaches to provide authorized travel schedules to each affected instructor at the beginning of the semester.
- Instruct coaches to refer all student-athletes to the academic center, academic counselor, departmental academic advisor, or the university support services after they have finished participating in their sports.
Fiscal Integrity:
- Significant additional funding is necessary in the future.
- Determine whether an external review committee is needed to ensure compliance with NCAA expenditure rules.
- University and the Boosters Board should cooperate to develop policies and procedures governing the use of the discretionary account to ensure NCAA compliance, proper internal controls, and appropriate use of funds.
- Develop a written policy or procedure to address the manner in which an account deficit will be handled.
Equity, Welfare and Sportsmanship:
- Give serious consideration to making the new stadium a multi-purpose facility.
- Upgrade facilities and locker rooms to alleviate poor or inequitable conditions.
- Cap the number of men's track participants to achieve compliance.
- Hire an academic counselor, and staff an academic achievement center in the field house.
- Employ additional strategies to recognize and promote minor sports.
- Establish guidelines for team travel and monitor the implementation of these guidelines.
- Reestablish the Student-Athlete Issues Task Force to discuss and understand issues and concerns of minority student-athletes.
- Identify and recruit Native American athletes.
- Recruit and hire qualified minority coaches.
- Allocate extra resources to promote women's sports and increase attention to newly added sports.
- Develop a plan to address gender equity and minority issues.
Major Components of the Self-Study
Appointment of the Steering Committee Chair: Dr. Larry Baker, Associate Dean in the College of Education, Health and Human Development, was appointed by President Geoffrey Gamble as Steering Committee Chair. Dr. Baker has clear authority from the President to act on behalf of the University regarding all matters concerning the NCAA self-study process. As Chair, he will have ready access to the President and be in contact on a regular basis to keep him informed on the progress of the study.

Required Individuals Serving on the Steering Committee: President Geoffrey Gamble; Robert Oakberg, Faculty Athletics Representative; Glenn Lewis, Interim Director of Intercollegiate Athletics; and Vickie Tischendorf, Interim Senior Woman Administrator.
A broad-based group of individuals offering differing perspectives, expertise, and experience serves on the Steering Committee. Participants include administrators, faculty, athletic staff, a student representative, student-athletes, a member of the Board of Regents, and the Compliance Officer from the Big Sky Conference. This committee will have access to all information available from the University or other sources to complete a thorough review of the self-study. Members are aware that a considerable amount of time will be devoted to the process. The four Subcommittee Chairs, who are also members of the Steering Committee, come from various departments of the institution and are not Athletics Department staff members.
Responsibilities of Steering Committee and Subcommittees: The Steering Committee and the Subcommittees are responsible for collecting and organizing the data. Steering Committee members and ex-officio members will act as resources to the Subcommittees. This Committee will meet as necessary to monitor the progress of the Subcommittees and discuss issues related to the self-study. All drafts and final reports will be reviewed by the Steering Committee.
The Subcommittees will meet routinely to analyze documentation, report the findings, and offer recommendations for improvements. Subcommittees are responsible for writing the drafts for their individual areas. Minutes of all meetings will include dates, individuals in attendance, and responsibilities of group members in completing reports for the final document.
Institution Liaison: Dr. Larry Baker, Associate Dean of the College of Education, Health and Human Development, will serve as the campus liaison. His responsibilities include coordinating the Steering Committee and Subcommittees, coordinating the collection and dissemination of data, communicating with the NCAA for clarification on the self-study process, and organizing preparations for the orientation visit and evaluation visit.
Conference Assistance: Ellen Ferris, Assistant Commissioner for Compliance with the Big Sky Conference, has been appointed as an Ex-officio Member of the Steering Committee and the Equity, Welfare, & Sportsmanship Subcommittee. She will also act as a resource for compliance issues. She will be attending the October 4, 2001 orientation visit on the campus of Montana State University and will also attend the peer-review visit in October 2002.
Self-Study Report
While each Subcommittee will be responsible for writing its own report, Dr. Larry Baker will edit the reports for a final draft form. Deb Redburn, a part-time Administrative Assistant, will be responsible for collecting documents, coordinating and attending Steering Committee and Subcommittee meetings, maintaining minutes of meetings, and editing the draft reports for final publication.
In the spring of 2002, the draft report will be available for review by the campus community and general public, both in hard copy and electronically. A proposed Internet Web site will allow for the final report to be viewed publicly.
