Meeting Minutes for December 5, 2012

The meeting was called to order at 10:00 am in SUB 168. Minutes from the meeting held on November 21, 2012 were approved.

A presentation was made by Robert Putzke, Director of University Police, regarding proposed parking improvements on campus. Putzke reminded the group that the campus parking program is self-sustaining and receives no funding from state legislation or from tuition/fees . Parking fees paid by patrons has to cover the cost of maintaining and improving the parking lots each year. The Pay Lot on campus actually brings in a lot of revenue for parking services.

The current amount charged for parking fines is designed to stop abuse of the parking system. Currently the fine is $60 for a car with no permit and $35 for a zone violation. Putzke mentioned that there are 5119 parking spaces at MSU, and that approximately 50% of our campus community has a parking permit. High demand for parking spaces across campus is typically from 9:30 am to noon, and the main complaint received by parking services is that there are not enough parking spaces near the core of campus.

Improvements being considered are shown on the attached matrix. Options 1, 2 and 3 are the least expensive to implement and could be completed by Fall 2013. Putzke indicated that these three options are being seriously considered. They would have to be approved by President Cruzado as well as the Board of Regents.

Briefly, Option 1 entails opening the parking lot on the west side of the stadium as an overflow lot and would add 600 spaces. Option 2 calls for adjusting the parking type allocation in the S. Hedges lot for more S/B availability adding 100 spaces. And Option 3 includes Option 1, plus paving the South Fieldhouse lot and creating S/B designations there, as well as expanding the Pay Lot.

Options 4 and 5 would probably be implemented at a much later date depending upon future needs. Those Options include consideration of providing a shuttle service to remote lots and building a parking garage.

Other presentations are being held on campus regarding the parking situation at MSU, and all employees and students are encouraged to attend one of these presentations for more complete information.

As there was no additional time, the meeting was adjourned at 11:00 am.
