General

MSU

MSU has an Operating Policies and Procedures system for the development, identification,
distribution, review, and revision of operating policies, procedures, and rules.

MSU Legal Counsel is responsible to maintain MSU’s entity-wide policies.
They also publish proposed policies for comment. Each campus is responsible to have a central
repository for policy maintenance. MSU campuses and agencies include:

For more information on whether and how specific state requirements apply to MSU,
contact the appropriate MSU central administrative office or MSU Legal Counsel.

Federal

The executive and legislative branches, departments,
and agencies of the United States government set laws,
regulations, policies, and procedures that may affect MSU activities,
especially sponsored programs. Select sources of this information are provided
below for ready reference. For information on requirements for specific MSU activities,
refer to the agreement for that activity.
For example, the grant award and
related documents. The MSU Office of Sponsored programs can provide more information
about sponsored project requirements.

Single Audit Report (A-133)

The Montana Legislative Audit Division (LAD) issues statewide biennial single audit reports
to meet the requirements of the Federal Office of Management and Budget (OMB)
Circular A-133. These reports include the financial statements for the state of Montana.

Organizations that provide funding to sponsor MSU programs occasionally request a copy of
these reports. The reports should be accessible on line through the
Montana Office of Budget Programming and Planning (MOBPP).

Some sponsor organizations also request the MSU financial statement audit report.
The LAD issues audit reports of the consolidated financial statements for MSU.
These reports are not intended to meet A-133 requirements.
They should be accessible on line through the LAD.
