Election of Officers
Chair: In addition to calling and conducting standard CEPAC meetings, this position will be the spokesperson and represented the CEPAC committee at faculty council, with university administration, at Board of Regent meetings and other situations that arise. This is a one-year term. Bob moved Rich Stafford be nominated for the position; Bonnie seconded the motion. Rich Stafford was elected as the new chair.
Chair-Elect: Takes over the duties of chair in his/her absence, and assumes the chair position for the next year. Bonnie expressed an interest in this position. Rich moved she be nominated … the nomination was seconded. Bonnie White was elected as chair-elect.
Committee Membership
Committee Secretary: Sharon Pielaet and Cindy Bridgewater volunteered to share this position. The group approved this arrangement.
Establish Goals for this Year
- MAP Program
Communication and perception - are they more "pro-administration" than classified? Must streamline the system and work to eliminate the inconsistencies. So much time for so little reward to employees. Departments don't have the dollars to award bonuses. There is no source for funds for the additional .5% and bonus funds. Provost Dooley is looking into creating a permanent source of funds (by FY04 or FY05) to fund the MAP program on this campus. Sue Hill has insisted that it must be system-wide. Dan suggested a meeting with President Gamble to see what his plans are for $ support for classified employees. Bonnie pointed out that Bozeman has the highest cost of living in the state which keeps moving staff further and further behind in buying power with current wages. At the October meeting of CEPAC the committee will dispense with the standard agenda and ask Candy Holt and Martha Sellers to join the group for a discussion on the MAP Program. Committee members are asked to talk with their constituents and bring concerns/comments on the MAP Program to the October meeting.
- Promote Feedback from Constituents - one suggestion was a campus-wide list serve for classified employees. Cindy will contact ITC regarding the possibility of this. If there is a fee, it was suggested we ask the President's Office to cover that cost.
- Legislative Agenda -- Cathy Conover, University Relations, joined the group to give us an update on how administration perceives the upcoming legislative session. A number of groups are sponsoring a legislative debate on October 16 for local candidates. All CEPAC members who can attend this evening session are asked to do so. University Relations is working on a statistical report to show how many dollars we bring into the state. Breakdown on legislative budget: 48% K-12; 28% Health & Social Services; 11% Higher Education; 8% Corrections; remainder on "everything else." In 1992 higher education was funded at $115M for all campus; by FY03 the funding is down to $113M with 2000 more students. In addition to more students, costs for everything needed to educate them has increased as well. As legislative funds drop, tuition rises as it is virtually our own source for new funds. MUS now receives 48% of its funding from the state, and 52% from tuition. A survey will be sent out to show how we contribute to the economy. MSU along brings in $62M in grant funding.
