Dear Bonnie:
I am writing in reply to the
letter you sent to UPBAC regarding a supervisor T&D program.
I agree with CEPAC. The establishment of a more focused,
campus-wide staff training and development program could significantly improve
the quality of our support services, provide additional career growth opportunities,
and enhance employee recruitment and retention.
I am committed to
strengthening our current level of T&D opportunities on campus. In January, as part of the UPBAC budget
process, the leaders of our Administration & Finance Division identified a
package of (36) potential budget amendments, which totaled $1,757,201. One of the proposed amendments was a $15,000
base adjustment in the PPS budget, for a staff T&D program.
Since the UPBAC process
limited the A&F Division's budget amendment proposals to no more than
$426,664, the (approx. 20) division leaders assigned a priority to each
amendment submitted, based upon a matrix which evaluated each amendment's
strategic value, as well as its service consequences.
The T&D Program
amendment was rated highly as a strategic and important initiative - but not as
a highest priority, critical need item.
Thus, it was not submitted to UPBAC as one of our Division's proposed
budget amendments for FY05.
Despite the fact that the
T&D Program is not part of our official proposal to UPBAC, I am still
strongly committed to the enhancement of our current program offerings. To that end, I have asked Susan Alt to
prepare a more detailed description of the type of T&D Program we might be
able to assemble with a budget increase of up to $15,000. Then, if all goes well with the University's
fiscal affairs next autumn, the A&F Division may be able to make some
initial commitment to the enhancement of our T&D Program.
