MEETING MINUTES OF THE UNIVERSITY FACILITIES PLANNING BOARD

September 20, 2022

ITEM No. 1 – APPROVAL OF NOTES

The meeting minutes from July 19, 2022 were approved unanimously.

ITEM No. 4 – RECOMMENDATION – Combined State Laboratories

Presenter: Sarah Knoebl, Campus Planner

MSU is seeking approval for the location for the Combined State Laboratories and approval of the Wool Lab schematic design. The Wool Lab is in the southeast corner of the facility. The project is in the schematic design phase, we are currently waiting for supplemental funding to go through to proceed. There will be a landscape design for this project in the future.

The committee discussed the access along the south road that is currently gravel. Everyone will be moving out of Marsh Lab, and there is enough parking on site. The Wool Lab is approximately 8,000 square feet of the building.

Durward Sobek raised a question as to why the building would be one story given the real estate. Sreekala Bajwa explained that VDL expressed substantial pushback and does not want to take their animal biological samples up to a second floor. PDC emphasized moving the building as far south as possible in order to preserve the northern space for future MSU use.

Durward raised a question about designing the building so that it could be expandable in the future, whether that be to make the building bigger or to add a second floor. Planning has been done for growth within the facility and internal lab expansion. Future expansion of the building was discussed, but the budget required for this future expansion was not a priority. MSU does not exactly have leverage to require the plan to allow for future expansion. MSU only has 17% of the total square footage.

Director of the Wool Lab and Department Head of Animal & Range Sciences have been very involved in the internal design of the space.

MAES will control the classroom space.

Kris Johnson motioned to approve the location and design of the Wool Lab. Joe Schumacher seconded the motion.

Durward Sobek amended the motion with a recommendation to minimize asphalt and maximize greenery.

The Vote: 14 yes, 1 no

The state has had multiple meetings with the City of Bozeman regarding their concerns about the building.

Horizon Items

PDC is working on the Schematic design of the Facilities Yard Relocation.

Hennebery Eddy Architects was selected for the Gianforte School of Computing project.
