    • New Toxics Report from EPA
The Toxics Release Inventory (TRI), created under the Emergency Planning and Community Right-to-Know Act of 1986, requires certain facilities to annually report their chemical releases and other waste management activities to the Environmental Protection Agency (EPA) and the states. In addition, the Pollution Prevention Act (PPA) of 1990 mandates collection of data from these facilities on toxic chemicals treated on-site, recycled, and combusted for energy recovery. EPA's 2003 TRI shows that the amount of toxic chemicals released into the environment by reporting facilities continues to decline, with total reductions of 42% since 1998 and a six percent decrease from 2002 to 2003. There are certain increases in mercury, lead, PCBs and dioxin in the 2003 TRI data. Some of these increases are due to reporting anomalies. Analyses are available on  EPA's Web site that provide context for understanding the full picture presented by the 2003 data.
