  1. Call to Order

  2. Approval of Minutes from September 1, 2021

    Dean Ilse-Mari Lee moved to approve minutes; seconded by Dean Yves Idzerda and minutes approved unanimously.

  3. University Wide Information/Announcements

    President Cruzado shared Homecoming is this weekend as is the Bobcat Athletics Complex grand opening and then next weekend is American Indian Hall’s grand opening.

  5. Old Items

    A.  Revisions to Space Management Policy, Principles, and Research Guidelines
         Kellie Peterson, Legal Counsel; Richard Rudnicki, Planning Manager, Campus Planning and Design &                  Construction

    No further comments: students support.  Policy was approved unanimously

    B. University Contract Approval and Execution Proposed Policy
          Jennifer Glad, Associate Legal Counsel

    Questions were asked of Ms. Glad regarding the signature authority training; trainings will be provided; existing contracts working through procurement will run their course.  Upon clarifying questions, the policy was approved unanimously.

    C.  Research Misconduct Policy Revision
         Camie Bechtold, Chief Compliance Officer; Kirk Lubick, Director, Office of Research Compliance

    No further comments were offered, and the policy was approved unanimously

    Jeffrey and Sarah shared the DXI Symposium is October 28-29, 2021 virtually. They have a wonderful lineup of speakers.

     D.  Choosing Promise: Goal 1.1, Student Access and Success
           Chris Fastnow, Director, Office of Planning and Analysis

    Goal 1.1: Broaden Access for underrepresented populations and increase academic success for all students through excellence in undergraduate education.

    Metric 1.1.1 - Enrollment of students who are economically disadvantaged, first generation, veterans, adult learners, individuals with disabilities and from underrepresented races and ethnicities will increase in each group’s share of the student body by two points by 2024.

    Metric 1.1.2 – eighty percent of student financial need will be met by 2024, compared to our current 74%.

    Metric 1.1.3 – increase the number of 1-year and 2-year degrees and certificates awarded by 50% by 2024 (to 360).

    Metric 1.1.4 – increase the number of Dual Enrollment students by 40%by 2024 (to 700).

    Metric 1.1.5 - increase developmental education and co-requisite course completion rates to 75% by 2024.

    Metric 1.1.6 - increase retention (from 72% to 85%) and six-year graduation (from 48% to 60%) rates for all incoming Montana State students and will reduce disparities for students who are economically disadvantaged, first generation, veterans, adult learners, individuals with disabilities and from underrepresented races and ethnicities by 2024.

    1.1.7 – increase the number of students who receive national and international awards, honors and prestigious scholarships.

    IX. Updates

    Chancellor Hicswa shared enrollment is up 10% for MSU Billings’ freshman.

    Chancellor Kegel shared retention rate is at an all-time high of 68%.  Big annual pheasant hunting fundraiser is coming this weekend.

    Dean/CEO Stephanie Erdmann shared the excitement around the Dental Clinic opening.

    Chris Dobbs shared the Haunted Mountain Theatre dates for the Museum of the Rockies.

    University Council adjourned at 10:00am.
