Prioritization Model

The prioritization model for recommending solutions is substantially developed but still a work in progress. Rather than reinvent the wheel from scratch, the OpenMSU initiative is leveraging and adapting the model developed through the completed MSU Integration Initiative for prioritization and intake of proposed solutions. The information below summarizes the progress to date of the Recommendations sub-committee.

Proposed solutions must first demonstrate alignment with initiative objectives detailed on the OpenMSU home page, summarized as increasing efficiency and improving employee job satisfaction. Solutions that align with initiative objectives are then prioritized— there are many good ideas for improvements but they can't all be done at once.

Proposed solutions will be prioritized based on the criteria:

  • Alignment to mission and initiative objectives
  • Probability of success
  • Biggest bang for the buck

Tools

Proposal template A proposal template has been developed to record the costs and benefits associated with a proposed solution.
Rubric A rubric has been developed to evaluate and score each proposal according to the criteria, having first passed the test of addressing initiative objectives.
Sample portfolio A sample portfolio cataloging and summarizing proposed solutions and their scorings has been developed that visually graphs proposal scorings to facilitate prioritization.
Guiding principles Guiding principles have been developed for consistent and principled management of the portfolio.
