Re:         Interim Faculty Personnel Policies

Greetings from the Office of the Commissioner of Higher Education. I am writing to communicate the
Commissioner’s decision on how MSU will operate under an Interim Faculty Personnel Policies. Upon
decertification of the tenured and tenure track collective bargaining unit, the collective bargaining
agreement was no longer applicable and the previous MSU Faculty Handbook was out of date. After
consultation with President Cruzado and the Board of Regents, it was determined that MSU would
adopt a set of interim policies to guide its practices for the near future. Of particular significance is the
need for policies to guide the promotion and tenure process for the 2013-2014 academic year. The
policies may be accessed on the Human Resources website.

These policies are, in large measure, those substantive sections of the previous collective bargaining
agreement which are unique to tenure and tenure track faculty and which are necessary to guide the
university’s practices.

During this period of transition, we will be determining how the Commissioner, the Board of Regents,
and the university will work collaboratively in the future to adopt personnel policies for MSU tenured
and tenure track faculty.
